Possibly deffective?

I took the rotor to the mechanic to have it installed. He stated that it was bent. I do not know who to blame for that. The rotor was supossed to be brand new. The mechanic "fixed it", but after the first ride, the rotor is making the typical noise of a bent rotor hiting the brake pads.
Blame Shimano?
